Poulin, PhD, emphasizes that effective code enforcement requires wearing two hats: the strict enforcer and the compassionate educator. Beyond issuing penalties, inspectors who explain why codes exist help residents internalize safety standards, reduce violations, and strengthen communities. Enforcement sets the rules, education ensures they’re understood. Together, they fulfill the mission of protecting and serving.

A recent MRSC article explains that rental registries give Washington cities a way to track rental housing, ensure compliance, and improve safety by requiring landlords to register their properties, often alongside inspections or business licensing. A recent state study reviewed 17 local registries, covering about 40% of rental units, and found wide variation in how programs are structured. Most focus on safety and code compliance, while a few also collect data on rents.
